I have often heard that it is cheaper for to fly to a military base rather than a commercial airport because there would be no parking fees. Also, the commuter traffic from Travis AFB to SFO gets worse as you drive closer to the Bay area in the afternoon, so I imagine she makes a stop elsewhere to help with that.
